There is no definition of extraordinary weather in EU261 and it would be impossible to come up with one for each and every airport in Europe which is what you would have to do. Te alternative would be to exempt weather full stop but that's not going to happen anytime soon.

AviationReg.ie is the official Irish Enforcement body. The intent of the post was only to provide OP a place to file a claim, and the link was not meant as an aid in argument. I should have been clearer.

That said, while you senior guys have an extensive knowledge of the regulations, I feel that you have tendency to downplay the chance of getting compensation. For example, last year when I had a clear cut claim against Norwegian I was pretty much told that the 1. US DOT would not do anything about it 2. DGAC would not do anything about it. and 3. that going to a US Small Claims court was likely to be pointless. That turned out to be poor advice as I eventually succeeded in getting compensation using that approach.
