The reason for requiring photo ID on domestic flights is to prevent ticket touting (British) or scalping (US).
A tout could buy a whole plane of tickets at £9.99 each, then sell them on for more than this having created no availability on the flight, thus forcing people to pay the tout if they wish to use that flight. Asking for ID on all flights prevents this. The same is starting to happen for concerts/gigs. I was recently asked for ID to accompany the name on my ticket at a concert venue. For some festivals, your photo is uploaded when purchasing the ticket and actually printed on it. |

It is not possible to buy whole planes loads at 9.99 as airlines do not sell whole plane loads at 9.99, they sell x seats at 9.99
