What is your budget (time and money)?
What is your preferred mode of transportation?
Do you speak Russian?

Aero Mongolia serves both IKT-ULN and ULN-ULG. However, I have no idea where to purchase the tickets and I think the price will be at least twice your budget.

You can get to ULG overland from the Altai region, however it will be 12+ hours from the nearest airport (RGK) and, what's worse, I don't see any reasonable IKT-RGK tickets.

Not sure if this is doable - I guess the best under these constraints would be to take the train to Ulan Bator, and fly from there.

If you had more time and spoke Russian, I'd have recommended to go by plane/train to Biisk, and take the bus/marshrutka through the Altai mountains (which is a very beautiful drive).

To me it looks like that the IKT-ULN route is currently not operated.

If IKT's website is to be believed MNG102 is still operated on certain dates (tomorrow 06 July as an example).

You are right, it is even bookable on their website at http://www.aeromongolia.mn/home - just that segment for approximately $180.

Last I checked the ULN-ULG route had to be purchased in person. This was several years ago. From what I remember, you just show up at the airport early and purchase a seat. No longer remember the price, sorry. More than likely it was out of your budget though.

Last I did this route I took a bus IKT-UUD-ULN, then a bus from the bazaar to HVD. Once there I snagged another ride in the bazaar to ULG. Total time ~6 days. This is the most budget friendly route. FYI, definitely not comfortable. Might need a good butt massage after
