Obtaining Russian Visa for someone born in USSR
 
My wife and I will be traveling to Russia in May and will be seeking a tourist visa. My wife is a US citizen (with US Passport) but was born in Azerbaijan, one of the former Soviet republics. She came when she was 10 years old, and we are not sure what docs her parents had/have. I've read various posts and articles describing some documents to have. However, it is difficult to decipher which are necessary and which are simply recommended to help ensure approval. Any information would be much appreciated, especially from those with recent first hand experience.

I don't have direct experience with this particular question, but I did read over this part of the application while doing my own visa application. They are enforcing a Russian law that requires Russian citizens to travel under Russian passports. Given that your wife was born in Azerbaijan, Russia would have no current claim on her citizenship. If her U.S. passport shows that she was born in Azerbaijan, not Russia, I *think* you're OK.

Edited to add: On second reading, I see that the date you were planning to travel has passed. How did it go?
