I've found nothing on official sites, nor on the Tour Operators Association web site, and I have no experience with it.

The Application has always asked for the cities you planned to visit as well as the letter of invitation covering your entire visit. Maybe due to the "7 business days to register your visa", they are wanting to find out where you are during that 7 days.????

The devil is most likely in the word "Detailed".

My guess, SPTimes overreacted to some rumor. At least, i hope that's what happened.

The line for visas at the consulate in NY is still noticeable, and my last two flights in and out of Russia were full.

I've seen it on Russian language sites for about a week but they are vague as to what it means as well. Devil in the details...

I was asked last year for pre-paid hotel confirmations for a tourist visa for an independent 18 day transiberian itinerary.

Booked a whole bunch of refundable hotels on Expedia - they had to be the same ones mentioned in letter of invitation!!!- sent in the receipts. After getting visa, cancelled hotels ......
