No more Kaliningrad 72-hour visa on arrival

Citizens of most EU countries and Japan (and maybe others) could get a 72-hour visa on arrival valid for the Kaliningrad oblast' (region). From 01.01.2015 this program will be discontinued

That is unfortunate. Was there any official excuse given for why this was being pulled now after working fine for a bit more than 2 years.

Haven't heard any. But the officials do not always bother with excuses here, especially during the last months

Update: MFA officials list two reasons for the change
1. Small number of tourists using the facility (approx. 1500 per year)
2. EU not easing visa requirements for Russian citizens and sometimes making them even harder (UK was named as an example)

Local officials, however, are against the removal of visa-free entry

According to media reports, the visa-on-arrival option will soon be available again (or has been already made available).
