No more Kaliningrad 72-hour visa on arrival
Citizens of most EU countries and Japan (and maybe others) could get a 72-hour visa on arrival valid for the Kaliningrad oblast' (region). From 01.01.2015 this program will be discontinued

That is unfortunate. Was there any official excuse given for why this was being pulled now after working fine for a bit more than 2 years.

Update: MFA officials list two reasons for the change
1. Small number of tourists using the facility (approx. 1500 per year)
2. EU not easing visa requirements for Russian citizens and sometimes making them even harder (UK was named as an example)
Local officials, however, are against the removal of visa-free entry
