Ok slight update. I've been using my work phone (iPhone) which roams to register and I had no luck. I decided to give it a shot on my personal phone (Google Pixel running Android 8.1). It doesn't matter which phone you use to login even if it's the same account as long as you punch in the verification SMS.

I entered my CSR card # and somehow it linked up in Android successfully. Not sure if using VPN (US based PIA) helped it go through or not although I don't see why it would. Roaming phones tunnel back through for a US IP anyway, so my iPhone shows up as an AT&T IP.

I guess it's a good idea to always have a dual platform setup ;)

Citi Costco Credit Card
 
My Citi costco card worked but i had to verify purchase later a bit of time after downloading app. Beware recurring charges on your card statement once you get home though! You cannot dispute them until they repost a second time. The service is generally pretty good but it helps to speak and type Mandarin in case you have issues with pickup location

Just returned from Xi'an where I used DiDi around 10 times with my international Amex. No issues with it working. Had a few language issues but a little Google Translate helped a lot. Only 1 issue where DiDi didn't work.... I had to have a local use another app and pay him in RMB.

-Don't choose to get picked up in crowded areas, especially airports and train stations (Didi is cheaper than taxis, but the struggle is not worth the savings)
-Meituan and Ctrip are also in the market now; they are both a little more expensive than Didi, but are good options during busy times
