Cash surcharges on top of points being assessed for some properties?

Cash surcharges on top of points being assessed for some properties?
It looks like the previous Radisson Rewards site is no longer available, and redirects to Radisson Hotels.
Some hotels now have surcharges on top of the points required:
A previously 15k hotel (Grand Island, NY) now costs 15k + $20
A previously 15k hotel (Markham, ON) costs 15k + $20 CAD
A previously 28k hotel (Colorado Springs, CO) now costs 28k + $30
38k Richmond, BC is still 38k without surcharge.
38k Goodlettsville, TN is still 38k without surcharge.
I just queried Colorado Springs a few days ago, so I'm very sure that this is a recent change.

I just booked this property using points with no cash surcharge (yes with new website), you might want to double check.
This is my go-to spot in GTA given recent overall increase of hotel rates around Toronto, if it moves to C3 next year it will greatly devalue RR program for me personally, leaving only Cleveland and O'hare for me to redeem nearby.

I just came across a similar situation. When I search for the Radisson Blue in downtown MSP, the number of guests affects the charge. For instance, if I select 1 adult and 1 child, it is only 50K points for either a King or 2 Queen. However, if I select 3 adults and 1 child, it is 50K points plus $20 for the 2 Queen. Room is listed as a maximum of 4 adults, so it is not as if this is exceeding occupancy.
