Capacity controls on Club Carlson awards?

I just got this squared away with Radisson Martinique. They had standard rooms for purchase but not redemption. I called, had to be transferred a few times, but eventually got to the right person (Andrew is who I spoke with, in lieu of Denise [Dir of Reservation]). He referred to capacity control for redemption. I reminded him of CC's policy of "no blackout dates." Eventually he agreed. He needed to call CC on my behalf to make the booking. Took about 30 minutes total.
They actually had availability the weekend before and the one after (by that I mean redeemable online), so the overall availability seems OK (based on limited data).

Reservation rep told me to book through third party hotel site?
The date I want book at Radisson Lucerne is not available yet the standard rooms are available for sale on Booking.com site.
I emailed the hotel and got a replied to book through Booking.com. Does this happen to anyone before? I would like to book though Club carlson using points is possible. Should I now contact Club Carlson?

I'm trying to book the New York Broadway Radisson via points, contacted them via email and they responded that they don't reserve via point and ask me to contact central reservations.
So I contacted club carlson and this is what I got back from them.
Dear Mowsquared,
We appreciate your recent message. The award nights rate for the
specified date is sold out. This rate as will any other rate can sell
out. For example if the hotel offers 100 rooms, they may offer 5 rooms
per night to be booked at the award rate. Once those five are booked the
rate is closed. This is not a black out date situation.
Thank you for allowing us the opportunity to assist you.

I am planning a trip roughly Dec. 3-7 at Radisson Martinique in NYC.
Cash, no problem. Points are not usable.

So I mean the same phenomenon exists for airline redemptions, its not blackout dates its capacity control. So how am I suppose to know if they ran out of rooms at the CC points rate or if they just blacked out the dates?

That's the trouble with Carlson. Some hotels, such as Aruba, create a Standard/ Guest Room category which is the only one bookable with (normal/ non-time & a half) points as a ruse to have capacity controls &or blackouts!

I just checked every night in December and not a single one has reward availability. Less than a month ago, I found availability most nights. Unfortunately I was still waiting for enough points to post before booking.

Just had to jump through the hoops, but I was able to secure 2 nights in NYC for 50k points.
They really make it seem like its a 'one time exception' and that they shouldn't be able to 'override award space that is 'blacked out'', even though there shouldn't be any space that is blacked out.
Didn't get any response via email for about 2 days, but calling while a manager was present seemed to do the trick. Would be nice to compile a list of hotels that do not accurately display award space, seems to be a fair amount.

Add Aruba to Moops380's list per my Post #23 above. We would also add St. Martin per my Post #15, but it has left the Radisson Chain (to become a Riu.)
