Q points on AA regional flights

Q points on AA regional flights
I want to ask if I can accumulate Q points on AA flights that are operated by American Eagle. I bought the ticket on AA official website and the regional segments are operated by Piedmont Airlines, part of American Eagle. I already received the Q points for flights operated by AA itself. And the customer service said American Eagle is not part of Oneworld. Is that true?
