Have you noticed that it states that next day's quota will be released at midnight Qatar time, not midnight zero one (00h01) as it was at the beginning? Maybe that's why the German contingent ran out at 23h03 already. As usual, it's impossible to get past submitting the form and getting a constant error message. I'm not very good at filling out these things very quickly, takes a good few seconds to go through the form again.
Another thought I have had, it might be worth clicking the submit button and really waiting for a bit longer (I am usually repeatedly clicking away to get it to go, and always end up with the error).

I am in the 'States, where my wife works as a nurse in a hospital. She completed the form at 1200, Qatar time, on 12 March and received the code at 1250 on 14 March. Looking at dates in early November from ORD and there does not appear to be a lot of availability to several destinations via Doha.

Submitted my request on Tuesday 05/12, got my code on Thursday 05/14 @ 49 hours mark. Booked a trip from LAX - (DOH) - SGN for two, paid $145.54 taxes. Some do report that they get their codes 72 hours so if you get the "your details already submitted" then you should be in the clear, just be a bit more patience.
