That’s the Qatari number. When this was first released and proven it works, I was on hold about 3 minutes. It’s probably spreading now and going off like hot cakes.
I have to say, this was a smart decision on Qatar’s part. Who in their right mind is giving any money to airlines right now? They’ve now managed to raise a bunch of cash off this, and they may not even have to transport a bunch of us for a long time, maybe even an entire year.
They’re not that dumb, honestly. What does a J ticket actually cost them anyway? Getting ~$2000 for ANY city pair as an airline, where there is zero demand, is a bargain for them. They’re also still making a profit. How much does it really cost them to transport anyone in J between two cities anyway?

$1600 for Qsuites for unlimited destination sets, and unlimited date changes. What could go wrong?
I booked, and am happy to answer questions on my experience via PM that I did when it was proven they were honoring this. They take out your originally booked flight and totally reissue it with what you change it to. Your original itinerary doesn’t exist anymore once they make the change to the new city pairs.

I might try booking DOH-KWI then change it to DOH-LHR even though it will be very obvious what I am doing! An economy flight to LHR costs three times more.
Is it ok to book on a Promo fare or does it have to be at least Saver to be allowed to change?

Maybe read carefully the conditions. To avoid re-pricing, ALL travel to be completed in 2020.

There’s plenty of chances for hiccups to happen and for these to spill into 2021 considering we don’t even know what the next week will bring.

All travel to be completed in 2020: who knows where the virus will go before year end? Unless you simply want to sit on an aeroplane for a long time, you might be snookered by the choice of destinations available.
And that's if QR doesn't change the conditions.

The apparent invitation from QR to leap-frog across the world will send the "trick-it" forum into a frenzy

What conditions can they change in a confirmed ticket?
As NWplatinum said before, that's why you lock your destinations now, so even if the tickets become less flexible, you still have a pair of bargain tickets to your destination (for lets say peak time Dec)
