YES!

1. You should have booked QR J not Y

2. You should have booked your holiday on seychell not maledives.

OWE at DOH do have access to a First Class lounge - so much so that they even named it The First Class Lounge.

OWE in Y can also enter the Business Class Lounge, so same setup as BA offer at LHR.

The Al Safwa and Al Mourjan are for premium class passengers opposed to OneWorld passengers, in the same way that the CCR is for First and CCR cardholders only (,QR VVIPs can enter the Al Safwa).

Can't OWE use Al Mourjan though?

but unless you expect BAEC gold to have different treatment from other OWE (from AA, CX, etc) it still seems to make a lot more sense here...

Well, it might be called The First Class Lounge, but it certainly isn't a first class lounge (as I'm sure you're well aware).

And it doesn't compare at all favourably with any BA lounge in T3 or T5, IMO.

What constitutes a First Class lounge, is open to personal interpretation, but the general point here was the comparison to BA and what it offers for BAEC passengers.
