Extraordinary circumstance and EC regulations

Hi.
Can someone please confirm if a flight from DOH to LHR would come under the compensation rules of EC261 regulations as it is due to land in a EU country?

Or does it not apply because the QR is not EU based?

No, your flight will not. EC 261/2004 only applies to flights on "community" (EU) carriers or departing from the "community" (EU). As your flight fits neither category, those compensation rules will not apply.
