Just to clarify - anyone connecting through Doha form a long-haul business class flight to an economy flight gets AM access? Sorry to sound paranoid, but is that published anywhere? My wife has that exact circumstance in a few weeks.

https://www.oneworld.com/airport-lounges
- Connecting between oneworld marketed and operated flights:
- First and Business Class customers connecting on the same day of travel, or before 6am the following day, can access the lounge when travelling between an international long haul (a oneworld international long haul flight is defined as an international flight marketed and operated by any oneworld carrier with a scheduled flight time longer than 5 hours) and an international short haul or domestic flight (and vice-versa).
- Lounge access will be determined on the international long haul ticketed flight (either First of Business Class) regardless of the ticketed class of travel on the international short haul or domestic flight.
- You must be prepared to show your boarding pass or itinerary showing travel in First or Business class on the international long haul flight, in order to access the lounge before your international short haul or domestic flight.

In addition to the temporary suspension of paid access to Al Mourjan, it looks like now they've also suspended paid access into the Al Maha Services Lounge or they only offer it when you purchase an Al Maha package seperately.
Sidenote: This is a paid Economy Class ticket

Planning to book with miles Biz class arriving from US in DOH at 10:30 PM, onward short-haul Biz next night at about 8:00 PM. Other than slumming in AM Biz Lounge, what can one do? Is there way to sleep for few hours in this lounge? More importantly are the free city tours still operational? Will my checkin be booked through to destination or do I have to take it out and lug it around since it's overnight? Based on the response, I will either book this or book with less layover but will have to swap the short-haul biz to short-haul Y. Please suggest. Thanks.

That's almost a 24 hour layover which is way too long to spend in the lounge, no matter how nice it may be Non-residents are allowed to enter Qatar now so I would book a hotel in Doha for the night or if you don't want to leave the airport, book a room at the airport hotel and use the lounge for food and drinks. But if a shorter layover is an option, I would personally choose that instead.

Otherwise splash some cash on a hotel stay in Doha, and spend the following day in bed, round the pool or sight-seeing.
Your bags will be checked through.

I know the new Business Classic fares dont permit me into the AM lounge - but with the One World Biz class lounge still closed there, are we permitted into the AM lounge (assuming no or low OW status - I have Ruby). Or do we have to fork over the money for entry?

You'll have to pay. Business classic is zero lounge not just no AM so even at your origin, you are technically not allowed lounge access but the lounge attendant may let you in

Makes sense in Doha, but I've read here that Qatar cannot circumvent the One World lounge policy for Biz passengers? Flagship Lounge will still be closed when we depart anyway - so not a big deal.

For OW lounges outside DOH you probably can try unless QR has given specific instructions or the reported writing of "no lounge access" on BP. For contract lounges though likely not
