You know that's wrong, I know that wrong - BUT It's the Qantas web site that has the incorrect information; DH188 is imply citing it.

That paragraph is not specific. There is no caveat that it relates to any carrier other than connecting to a Qantas (or Emirates) international flight where the passenger is travelling in Business class.

The passenger is not trying to gain access by virtue of an International Business class ticket , but with a MEL-SYD JQ economy ticket
If the passenger was on a business class ticket with a domestic leg on Jetstar connecting to Qantas and was denied lounge access, that would seem to be against the published policy of allowing access when connecting
Travelling on 2 tickets, there is no connection , just 2 separate journeys

I wonder what would be the case if JQd->QFi on a single ticket or the tickets were issues as 'conjunction tickets'.

if it was a though ticketed itinerary with just a transit in Sydney, I would hope that access would be granted based on the airline's own policy

I dare say that is the intent of the rule and I did allow for that interpretation in my first post (#10).
