Exactly. I personally don't see the Olympic games having spectators. It will be too much of a risk for Japan to let in tourists in the upcoming months. If a spike occurs because of letting in tourists before then it will jeopardize the games and I don't think that is something they will want to do.
I am not sure why Air Canada is doing this with their fares there. Its a total money grab at this point.

If AC cancels your flights, your money is forever tied to AC.
