I admittedly don't keep track of prices on this route, but it seems like a stretch to say that NYC to BER round trip in business can be bought for $1,300 "all the time"

DL does have one direct flight on a 767 (I am not sure of the status of the soft product on these aircraft) for around $US 2,100. UA does not seem to have any flights but code share with "Eurowings" with a stopover in Munich or Dusseldorf. The lowest price I could find of $US 2,095.
The only prices in the 1000-1200 Euro range at the moment are economy and in some rare cases, Premium Economy. I would add that mixing dollars and euros is potentially misleading.
My posting was directed towards those of us who fly whenever we can on One World flights. The main point I was making is that you could ticket through BA and get the $200 AARP discount, while actually flying on the AA 777W. This is a much more comfortable Business class experience than BA's current 777s or 747s.
In fact, for One World flyers these flights are the cheapest and best ways to get to Europe at the moment.

The discount is applicable to BA operated flights only.

This is simply not correct and has never been correct. If one of the legs is operated by BA and the other is a BA codeshare with American you can get the discount if it is available on BA.com for BA ticketing.
I presume that you did not test your hypothesis.... I actually logged into AARP and checked the discounted prices on AA TATL flights as listed on BA.com before doing the post.
I have pasted in below a real example from BA.com:

Agreed. I’ve been doing a lot of searching for summer vacation - these fares have been around for a couple of weeks or more and (at least from the northeast) are the best OneWorld fares to Europe for summer I’ve been able to find. There are other cities in a similar ballpark (ZRH, BSL, LUX, BRU) but TXL is the best deal and a great destination as well.

I noticed this morning that for AA/BA, this is now also available to Frankfurt for a few dollars more. LUX and BRU are also now available for around $2050 less any other discounts, e.g. AARP. I'm checking dates in June/July but other dates may be available as well. MAD also looks available for around $2050.

I feel for anyone who is bound to travel with 1W , since I can find rtn flights from Berlin under 1500 euros for pretty much any given date using either Skyteam or S* airlines.
Maybe it's worth switching alliance?

Skyteam to NYC out of Berlin is reasonable right now: a tad under 1500 EUR, as Maestro says. But other North American destinations -- I'll randomly pick SFO, DEN and ATL -- are not nearly so cheap. Far from it. And ATL is of course an ST hub. The *A and ST flights out of Berlin are not using Delta's or United's greatest kit, either. That's an understatement.
Let's face it: it's tough to find long-haul deals in and out of Berlin. More choices, please.
