After much research, we determined what is going on. It's not a legit fare, but hey maybe you can get some agencies to ticket it. (They risk getting hit with a debit memo.)
The way Saudia does the fare ladder, it's the HBE or CAI - JFK (or LAX) IRTEG business class fare, plus an add-on for the First sectors (this is unusual in general). The add-on appears at the end of the fare ladder, similar to a surcharge for the transatlantic sectors. Whatever agencies' systems you are seeing which offer this fare, are not adding in the additional surcharge for the first class segments, it's just using the straight IRTEG fare (which does not allow booking into "A" class, by the way). Ticket at your own risk, and have fun out there!
