Its "sort of" back - I can see again some nice fares ex-Germany (ie TXL - JFK, MUC - MCO) for slightly higher prices (roughly 160euro +, from my perspective still a solid deal) - so far both ST & OW..

I am seeing this back from HAM to lots of US destinations and dates but not from MUC or TXL. HAM-ORD for €1249 including 1 night hotel is still pretty good though.

Any particular date ranges, or blackout dates? Do you need to add the hotel to get it to drop the price? I tried some searches for July / August and (HAM-ORD) and can only find fares €1800+

Seems to be good availability during your timeframe. Note that you should book a hotel for just a single night for the lowest prices. Here‘s an example:
