When was CAPPS created?
 

Does anyone know when the CAPPS program was initiated? Not when it went into service (although that is good info also) I'm just curious when the actual program was actually begun.


I'm trying to track down some info, and this bit of info seems to escape me.

I knew the circumstances which created CAPPS. I had received info from the DHS, and another Federal Agency, that the CAPPS program was initiated in 1997. I also received another bit of info from someone claiming they were involved in it's development in 1996.

I'm just trying to find out when CAPPS actually got off the ground. '96 or '97. The WIKI entry just says it was started due to the events of 1996 (oddly enough I was the 'pool' morgue photog at TWA 800 the night it went down and I was in Atlanta when the bombs went off, both times shooting for a wire service.....with my track record why don't I get SSSS more often?)

I am actually teaching a class right now, and did not have time to do more than a cursory search. However, I could find nothing that directly shows federal government documents about CAPPS, only CAPPS II.

That's interesting. When I started asking for CAPPS info I was initially only given CAPPS II info. It took a few requests to finally get any info on CAPPS, not CAPPS II.
