As far as customs missing it....definitely an issue. Maybe some of their drug-sniffing dogs should be trained to sniff for monkeys. :D

But I don't really see this as a "safety" issue.

the safety issue is simple as according to the article, the marmoset (sp?) was under the pax hat which should have been removed (as it is an "outer garment not worn for religious reasons") and palced in the bin to go thru the x-ray machine.

the health issue is another matter all together

My prediction: There will be a new rule requiring all headgear to be removed at TSA checkpoints and when transiting immigration.

Who says he kept his hat on? According to the TSA, pets are permitted to pass through the metal detector. Thus, it is entirely conceivable he took his hat off, held the animal in his hands, and walked through the metal detector. It is not up to the TSA to enforce an individual airline's policy on pets. Thus, he smuggled the monkey through customs and past the airline gate agents, but it does not follow that he breached security.
