Can I bring scissors/tweezers on checked/carry on?

Can I bring scissors/tweezers on checked/carry on?

I have a pair of scissors thats pretty long and also a tiny small scissor that is use for grooming. Also have a pair of tweezers for plucking hair. Can i carry all of these in my checked bag? I believe the answer is yes and if so, best to put them in a ziplock bag in the checked bag to make it very clear right?

What about carry on? I assume tweezers are fine and only the small tiny scissor is fine? Its for grooming.

Details? Airline, route, airports for connections, etc.?

For example, the answer would be yes for USA (TSA) if the scissors blade is sufficiently small (so short OK, long blade no go) and also for the tweezers, yes for short blades in Japan (but they will delay you to measure the blade length precisely even if it's obviously smaller than the limit), and a big no for SIN regardless of how small the scissors are.
