I fscking hate when anyone tries to stick or staple stuff outside or inside my passport.
The only exception is immigration agents, because you don't mess with them.
I request security screeners to not stick anything on the outside of my passport. Same goes for baggage check-in who (rarely) attempt to stick the baggage tags on the back of my passport.
For I-94 forms, I carefully remove them myself in advance before check-in. Check-in agents tend to tear them off of the passport without any care.
ICTS will place the sticker on your carry-on in lieu of your passport. At least the ICTS bloke who worked at CO at LGW from the early nineties to the mid 2000's used to do that.

Lucky me! I got three stickers on my carry-ons, and one on the back of my passport

Someone mentioned stickers on the front of one's passport too. The only place I have consistently experienced this is SIN, from where I initiated travel about 8 times (to the US) during the last half of last year. OTOH, that is the only station I can think of where they remove stickers from passports that they have previously applied.

Explains why those stickers are also on the top surface of my roll-a-board near the handle.

Rules around ICTS stickers

I believe that, physically, the stickers sometimes affixed by ICTS peel off your passport as long as you do it right away. But is there any reason (legally or hassle-wise) that I should not peel it off my passport immediately and affix it to my boarding pass instead?

As far as I can tell, the ICTS stickers (or whoever does the security questioning) have nothing to do with my passport; security or gate people just need to see that I got the sticker. So, does it matter if it's on the boarding pass instead of the passport? And, is there any issue with my doing this myself, or must I ask the sticker person to do it?

I sometimes remove them from my passport after my flight takes off.

Other times I keep them on as a reminder to the person whom I will encounter again.

I wouldn't generally recommend removing them prior to take-off.

Of course, if you restrict your Westbound Transatlantic flight to non-US carriers, this is a non-issue.

That is indeed a good way to minimize the issue.

I have had some Europe to US flights on non-US carriers that involved ICTS screeners' questions and stickers. BA from Italy via LHR and a couple of other carriers but it's been very infrequent for me.

Thank you both for your replies.

I had not realized that the stickers were limited to flights into the U.S. on U.S. carriers. It seems like I've gotten stickers on my passport in different European airports and I hadn't noticed a pattern. Perhaps this was someone other than ICTS.

I will just leave them in place to be on the safe side!

I have no problem at all. I answer the security questions at ticket counter & at the gates as well. She asked me that she have more question for me. She escorted me to gate counter and she wrote it down in back of boarding pass. I answer the question and I bought a bottled water. I can understand it very clearly. Then she let me inside the aircraft.

The stickers are not limited to US flights on US carriers but I most frequently receive stickers for flights on US carriers to the US.

I just leave them on. The adhesive never comes off anyway and they give the passport more character.

Readily visual or tactile indicators of adhesive from these stickers can be removed but it's basically a waste of time to do such a thing.

For no reason other than entertainment value, I've removed a bunch of ICTS stickers from old passports and it would take rather extensive forensic analysis to realize that I've done so.

The only sticker (pasted to the back cover of my pp) which I would NOT remove is CBP--showing that I am in the GE program.
