Just as a data point -- my home state (Kansas) has a somewhat complex driver's-license system, where apparently there's only one station in the state that can actually print them. So when you go to renew, they clip the corner off your old one (to invalidate it) and then issue a printed paper receipt with a black-and-white blurry scan of your photo and your information on it, and you get the proper plastic card in the mail about a week later.
Due to unfortunate timing once or twice (and forgetting to grab my passport as a backup before heading out the door), I have gone through security, both at MCI (where at least people probably know about these) and elsewhere, on nothing but that paper receipt, with no additional screening or questioning.
