Global Entry mistake?

I flew PTY-IAD last week and used the Global Entry kiosk. I got a big X so went to the front of the line and went through the checkpoint. At the next checkpoint I had to go to a separate guy who fiddled with his keyboard awhile and said goodbye. No big deal.

So yesterday I got a voice message from Officer xxxx with Global Entry at Dulles. He said "We have you listed as having attempted to provide more than one piece of documentation in order to bypass the checkpoint. We want to remind you that Global Entry participants are held to an extremely high standard. The supervisor has reviewed the situation and has decided to take no disciplinary action but we want to caution you that if you use the GE kiosk the kiosk receipt is what must be presented at the checkpoint area."

I had no idea what he was talking about so I called this morning. He said I had filled out the blue paper they gave us on the plane and had both that and the GE kiosk receipt, and the guy wrote me up for it. How that amounts to trying to "bypass the checkpoint" is beyond me.

This was at 1am and I was tired but I think I gave the guy at the second checkpoint the blue paper and he put it on a stack of blue papers. According to Officer xxxx you shouldn't fill out the blue paper at all, the kiosk receipt is all you need.

Anyone know if this is right?

If you got the big X for something pertaining to declaration then you would need to submit the hard copy. I had an X for a fingerprint problem but just submitted the receipt- not the blue card. I alway have a blue card ready if needed. I don't submit it unless they ask.

When I did my GE interview, I was told to keep a blue customs form handy in case I got an X.

The first time I got an X (because my declaration of imported goods exceeded the allowance) in ORD, I went to the passport control booth next to me, presented by blue form (signed and ready because I knew I'd get an X), proceeded to the cashier at customs, who then waived the extra duty, and collected both my blue form and GE X receipt.

The second time was in April of 2011. I arrived at IAD, and again got the X for the same reason. At the passport control booth, the CBP officer asked why I filled out the blue form. The secondary inspector at customs asked the same question as she was calculating my duty, and after she disposed of ym blue form, asked me how much I was declaring: "I don't recall the exact sum madam, it was on the form you just threw away."

So it appears that the procedure has changed.

Oddly, at both ORD and IAD, the GE kiosks now have blank blue forms, which adds to my confusion.

So damned if you, damned if you don't.

Seems like the best way to go.
