Why does TSA have to search/inspect soles of the feet?

This brings up an interesting point: in what situation can the TSA refuse to screen you, and therefore prevent you from traveling? Where is the constitutional justification?

They are performing the searches under the pretense that they are doing a limited "administrative screening" for the purpose of keeping weapons and specific dangerous material from planes. A refusal to screen can only mean that you continue on into the terminal, not that you are prevented from traveling. "You must submit to screening" is not the same statement as "you must be screened".
