I'd go further and say tests should start with Petri dishes and bacteria, before any human or non-human animal testing!

Drug smugglers have had mules swallow condom full of KILOS of various drugs for decades. It's a tried and true smuggling technique. Practiced by hundreds of thousands of smugglers over the years. Substitute PETN for Heroin and throw in a condom containing a small detonator with a remote control out of a child's toy car and you have instantly rendered useless a gazillion borrowed dollars worth of big brother photographing womens maxi-pads. The things are ABSOLUTELY useless, in addition to violating the rights of millions of travelers. In fact the WTMD and "wanding" 'might' find the detonator mechanism that contains metallic components but the strip search scanner wouldn't.

Al Qeada can't find a suicide bomber with a US Visa?????? It's easy now. They just need to find an unwitting subject who is willing to be a "drug mule" for big money. "Here, just swallow these condoms full of "drugs" and we'll pay you $100,000 when you "arrive" in America." I bet they will find many takers. "Drug traffickers" with big money to flash probably have a much easier time recruiting mules than terrorists have recruiting willing suicide bombers with US Visas.

Agreed. However, I think it's important for people to look at the statistical possibility of such events occurring and determine what a reasonable cost to society is of absorbing say, an event that might be successful once every fourteen years or so (just throwing out a swag).

As a society, we are willing to put up with a woman being raped every five minutes, thousands of children per year killed in road accidents, 100,000 patients per year killed due to medical errors, what is the number of Boeing 767's that we are willing to put up with being blown up every fourteen years, and how much are we willing to spend in preventing every possible scenario associated with such an event?
