You really assume too much. The CBP/USDA actually has lists of what is legal to bring in and what you don't have to declare, and that would be what you should actually follow. Many like to be more cautious, and that is understandable, but you have to draw a line somewhere or you will be declaring every crumb you have in your bag. I do declare cheese, even though the vast majority of cheeses are perfectly acceptable to bring in without declaration.
