What is the address to send these in?
I am leaving the 28th to go abroad and do not want to risk it all.
May be worth a day trip to the passport office when I return.
Do you need to be present with the child?
I am going to mail them all out in June when I return

The date for comments was back in March. As a technical/legal matter they could implement them any time after that by issuing a final rulemaking. But this is political so I'm sure they are moving cautiously.

On June 28, 2010, the U.S. Department of State published its Schedule of Fees for Consular Services in the Federal Register. The schedule includes fees for passports, immigrant visas and other consular services. The changes will take effect on July 13, 2010, 15 days after publication in the Federal Register. The revised fees will cover actual operating expenses for the 301 overseas consular posts, 23 domestic passport agencies and other centers that provide these consular services to U.S. and foreign citizens.

PPT Book Fees Subsidize PPT Card/General Consular Costs
In today's Federal Register, State acknowledges that it subsidizes certain consular programs - including the artificially cheap passport card (not valid for air travel) with passport book fees. It also notes in another recent FR notice making its increases to non-immigrant visa fees final that these fees pay for general (not visa-related) consular positions and costs.

I still can't believe it....what a load of...

Due to US insistence extra pages are not allowed to be added, thus need a whole new passport which costs considerably more than this.

I am utterly against the concept of passports and visas. There is no earthly reason for either of these things. Looking back over my life, I've probably spent somewhere in the region of $10,000 on passport fees, visa fees, extension fees, petitions, etc. Utterly outrageous if you ask me.

The other countries are of course free to ignore US pressure or back out of agreements on such matters and provide their citizens additional passport pages upon request of the individual and then let it be up to the individual to determine if they want to potentially face a problem with US authorities or just avoid the US when in possession of a passport with an inserted page supplement.
