I'm not familiar with the regulation cited above, but as a point of additional info, the credit card I used in Peru has a chip, although it is chip & signature. In fact, a few clerks first tried swiping it without success; they had to insert the chipped card into the handheld machine for it to work.

The problem is that your card chip & signature, not chip & pin like European & LatAm credit cards.

They tried magstripe in the first place (thereby implying that a signature would be required.)
Mine is as well though I have not faced increased scrutiny...
