Help with understanding Norwegian baggage allowan

My husnad and I are flying premium from BOS to LGW. It is unclear to me what I am allowed for free for baggage.

Website has the following: It is safe to assume that each of us are allowed two pieces not to exceed 20 kg.

Flex, Premium and PremiumFlex
- 2 x 20 kg

However then it reads

Each bag must not be heavier than 32 kg or lighter than 2 kg.
Your total amount of checked bags cannot weigh more than 64 kg.

The 64 kg limit is this an extra charge, or is this what we are actually allowed?

Also so what size luggage can I have in inches? Cam I have a 28 inch. Luggage?
Their website reads

250 x 79 x 112 cm (L x H x W)

I find this a bit confusing.

The ticket types include two pieces of baggage per ticket, each up to 20kg. Your checked baggage can weigh between 2-32 kg each (but over 20kg will incur additional charges). The max dimensions for baggage are 250x79x112cm (98x31x44 inches). 28" luggage has roughly dimensions of 28x20x12, so it will fit the requirements very well. The maximum amount of luggage you can check (with extra charges) is 64kg per ticket.
