A friend of mine flew Jet 2, and tried to online check-in 2 hours before the flight, but the screen said that checkin online has closed, and can be done in the airport for no extra charge. But when he checked in, they charged him for airport check in.

Is this normal? Is a complaint due?

Their FAQ suggests otherwise... http://www.jet2.com/faqs/check-in-mobile/

If you’ve chosen to check in online, you can do this from 28 days and up to 5 hours before your departure
...
If you forget to check in online prior to your departure, are unable to print your boarding card or lose your boarding pass prior to arrival at check-in you will be charged an administration fee on checking in at the airport currently 17.50GBP / 26EUR / 700CZK / 105PLN / 28CHF.

Maybe, but it still gives you more than 27 days to do so, why wait for the last minute?
Each LLC have their own bizarre and odd rules one must follow
