Of course. there are rules and there are techniques to avoid them. In any event TAP is far better than most state controlled airlines; it has had few unprofitable years, for example. I suspect the capital implication of a state controlled airline are no longer attractive for a number of reasons, but I am sure you know the subject better than do I.

This one is more interesting than most because there is actually a commercial basis for it, and it suits TAP management quite well. There's only one problem. LATAM does not yet exist and cannot unless both Chile and Brazil approve it. Will they? i suspect Brazil is an easier play than Chile, frankly, for some political reasons not relevant to this debate. TAP would fit in very well but this is, as you imply, another long shot.
