It would help to know where your wife is in the Philippines as local restrictions are at play. If you wife is resident in Luzon (especially Manila) then she had ample opportunity to return since January as flights were only really cancelled en-masse in March, and even then, flights still operated with the then much more difficult task of getting to the airport.

The Philippines is in the process of easing quarentine restrictions (Manila will go to GCQ at the start of June) but there will still be restrictions which will make travel difficult. Also, it depends on what visa or passport your wife travels on. I assume she is on a Philippine passport (as the US has arranged rescue flights for its citizens and she surely would have taken that if able). In which case -if she is on a non resident visa she may not get the necessary permission (i.e. the TIEZA tax) to travel. If she is resident US (green card) she may have better luck.

I feel there is more to your question than just when will flights restart...

When will PAL resume operations? We plan to resume our operations in by June 01, 2020, if the situation allows. Meanwhile, we are working on plans to fly some domestic routes to and from our hubs in Davao and Iloilo as early as May 20, 2020.

This website still lists a special MNL-YYZ flight on 23 May 2020, which is obviously too late for your spouse. Keep checking for updates.

As per the Philippine airlines facebook page

Philippine Airlines will operate special flights between Manila and New York on May 31, 2020. The PR5126 Manila-JFK flight is allowed to carry only U.S. citizens and U.S. Lawful Permanent Residents. The restriction on passenger types is set by current Philippine immigration requirements for entry and exit.

You may book your flights through PAL Reservations Hotline at (+632) 8855-8888 or visit our ticket office at the NAIA Terminal 2 in Manila.

Please note that seats are limited on the Manila-JFK and JFK-Manila flights because of restrictions set by Philippine authorities.

That MNL-JFK-MNL flight on 31 May was also noted in the PAL website link at Post # 3, around the same time as the Facebook post.

I am surprise people still flying PAL when they are notorious for not giving people their refunds. I guess you can fly at your own risk here.

If you want a direct US-Philippines flight what other option do you have besides PAL? If you are trying to get somewhere other than MNL (single transfer, easy on PAL) in the Philippines then you are also probably going to need to use PAL to simplify the trip.

The schedule has been expanded and updated as of Thursday, 16 July 2020.

Separately, an e-mail has been sent promoting a 13-26 July fare sale for flights between August 2020 and the end of May 2021.
