72-hr Visa-Free Transit in Shanghai

I am a U.S. citizen, and am planning the following trip:

Houston-PEK-PVG (72 hours in Shanghai)-HKG

I would like to stay in Shanghai based on the 72-hr Visa-Free transit.

However, my search on the web indicates that a transit passenger can stay "up to 72 hours without visa on direct transit" in Shanghai.

Does anyone know if my itinerary would satisfy the "direct transit" language, since I am connecting through PEK?

And has anyone actually used this? What form needs to be filled out, and do I just go through the normal immigration entry line?

No you cannot do this without a visa. Once you have two stops in China in your case PEK and PVG, your TOTAL allowance for a transit without visa is 24 hours. From arrival at PEK to departure from PVG.

Change your plans to fly Houston-PVG-HKG and you can stay up to 72 hours without a visa. You may insert another airport between IAH and PVG to make the connection as long as it is not in China and not HKG. For instance: IAH-NRT-PVG-HKG or IAH-ICN-PVG-HKG or IAH-TPE-PVG/SHA-HKG.

On the China Forum (under Destinations) there is a very active thread with a WikiPost about TWOV.

Thank you for the clarification. I would not have known this looking at the official websites. Saved me a huge hassle.
