CI004 no Power in C?

CI004 no Power in C?
I was on CI04 last week flying C class
How come their seats reclines only 120deg and don't have AC power?!?!
This was on a 747-400. Seatguru shows they got power. I was on the upper deck and even asked the flight attendants where the plugs were.
