What is the United States?

What does Oneworld define it as in regards to having to start & end a journey in the same country? I was messing around with the new fancy itinerary planner and it appears that Puerto Rico counts as the US, but the Virgin Islands do not. Is this how it should be? I am surprised one counts but not the other. Also is it correct that Hawaii counts so I could start a trip eastbound out of NYC and end in Hawaii if I wanted to?

There are slight differences in the status of the USVI and Puerto Rico but what the practical impact is and whether oneworld cares, I don'tknow.

And yes, you can start your trip in NYC and finish in HNL.

USVI is outside of US Customs territory, while PR is inside. You need to clear US Customs, but not immigration, flying USVI to USA. I have no idea why this matters to OneWorld.:confused:
