Are oneworld explorer tickets issues in south korea fully refundable

AS above if I purchase Done3/4 from South Korea but do not use it is it fully refundable or do I lose 10% I think that it is as it zone2/3 but I could be wrong

Neither... cancellation/refund would result in 5% charge for DONEx as noted below from section 16 (b) (1) of the oneworld Explorer rule sheet (100kb, PDF):
