Additional restriction made by Qantas when changing for ex-CAI ticket.

Here is what I was told when I try to change my ex-CAI ticket with Qantas.
1. Cannot stay in a city twice.

We understand this is not stated as a rule but it's an ongoing issue we have for ex-CAI round-the-world bookings. The booking is allwoed to be created online but when you change the routes later on, it will not price if there are multiple stopovers in the one city. If we're unable to reassess the fare with the new requested flights, we won't be able to change the ticket.
2. Cannot make flight fall within 24 hours.

Because flights AA-BB and BB-CC fall within 24 hours they are actually classed as a through fare and don't have seats available in D class as a through fare so we'll need to look for alternative flights for those dates or change the dates for the current flights so they don't fall within 24 hours of each other.
3. Maxium segments in each continent is one less than the rules state.
This is a very confusing restriction to me. For example, I flew DOH-KIX into Asia and plan to change to HND-DFW out of Asia. The flights in Asia I wanted to add to my itinerary are KIX-KUL-HKG-PVG-HND. Here is what Qantas said about my itinerary:

For the fare that you have, you can have 4 stopovers in Asia. With the new flights you are wanting to add. You are stopping in 5 different citites, where you are able to have 4 stopovers.
They recommended that I delete the PVG-HND segment to meet the STOPOVER restriction. However, I don't think this will decrease one stopover since I will still go out of Asia at HND. Consquently, I suppose the actual restriction should be Maxium segments in each continent is one less than the rules state.
Does anybody meet any other additional restrictions?

For the fare that you have, you can have 4 stopovers in Asia. With the new flights you are wanting to add: KIX-HKGHKG-KULKUL-CANCAN-HNDHND-DFW You are stopping in 5 different citites, where you are able to have 4 stopovers. If we remove the CAN-HND, that means you are within the allowance of the ticket.
I checked the rules, no words limited the stopovers in continent but limited the segments in continent. Since DOH-KIX & HND-DFW is intercontinental flight, I suppose KIX-HKG-KUL-CAN-HND can satisfied with the rules, right?

Qantas do seen to be making up so called "rules". Are rules on segments. Does not make a distinction of transit vs stopover
Rule 3015

8. STOPOVERS
Permitted.
NOTE:
1. Minimum 2 stopovers required
2. Maximum 2 stopovers permitted in the continent of origin
