RTW rules

i guess i had made too many RTW now and i begin to run into those RTW desk problem a lot more often, or they began to dislike me http://www.flyertalk.com/forum/smile.gif

anyway, the question is:
1. for rebooking (change of date), there is no need to re-issue ticket. but the stupid agent told me i have to re-issue even though there is no charge. is there a change in rule?
2. similarly, for re-booking to change carrier (within OW operated planes, of course) on the same route (same date) there is neither re-issuance nor penalty. now i was told there is a 75$ penalty, plus ticket re-issuance. again, is there any change recently?

from my experience, the carrier i eventually fly usually will take the coupon with no hassle. but it is always more convenient to have your transit pass on hand in case there is delay in connection. BA/CX agents are usually trained to look at the coupon and be able to make their own judgment for simple case, but AA agent alwys look into the notes in Sabre (hence takes it forever!)
