Fare rule query (cross city transfer) - xASnn

Am I reading this right?

NOTE - TEXT BELOW NOT VALIDATED FOR AUTOPRICING.
THE TOTAL JOURNEY MUST NOT EXCEED -
1. MPM OF 13000 FOR AAS13/DAS13/LAS13
...
2. A TOTAL OF 8 FLIGHT SEGMENTS
...
J.SURFACE TRAVEL AND USE OF OTHER CARRIERS BETWEEN
INTERMEDIATE POINTS ALONG THE CIRCLE WHICH ARE
NOT OPERATED BY BA/CX/QF/JL/KA/MH/NU/RJ IS
PERMITTED AT THE PASSENGERS EXPENSE AND MUST BE
TICKETED SEPARATELY. MILEAGE MUST BE INCLUDED IN
THE MPM CALCULATION.
These rules would permit the following routing?
CBR-SYD-NRT/HND-GMP/ICN-TPE-KUL-SIN-MEL-CBR 12924 mi
NRT/HND and GMP/ICN would count towards the 13000 mile limit, but not to the 8 sector limit?

Well it's NOT an 8 sector limit
It's an 8 flight segment limit
and they aren't flight segments

That is correct -- you have 8 flight segments + 2 surface segments.

Now I'm confused again.

In the Terms and conditions part of the Circle Asia & South West Pacific page, it says:

Travel between two airports by surface transportation is at the passenger’s expense and counts as one flight segment. Surface sectors must be included in the total mileage
...
Where a passenger disembarks at one point and re-embarks at a subsequent point en route, the points count as a single stopover.
it doesn't say that in the fare rules.

1 stopover != 0 segments
