What is the best lounge for OW PLT ?

There is only one real oneworld lounge in TXL by BA. Airberlin uses Air France lounge but not for oneworld members travelling on airlines other than Airberlin.

Is this lounge good? opening hours?
Does TXL have arrival lounges?

Just to be clear, there's no elite tier called oneworld PLT. The tiers are Ruby, Sapphire and Emerald. And Ruby gets no alliance-wide lounge access.

No lounges in arrival area. TXL was supposed to be knocked down once the new airport opened, so no big investments made. And the architecture prevents it: C is a makeshift container used only by AB, all other areas have allmost no airside area, everything including lounges is outside of security area.
The BA lounge is best by TXL standards but average by BA standards (small, comfortable, well decorated, only drinks & nuts). I have found it closed several times if there was no close BA departure.
