Ex-AMM ticketing
 
Does anyone know if ex-AMM OWE ticketing can still be done outside the country? I have done ex-AMM fares before but my travel agent now says that they can only issue these fares at the country of sale fare...

I have just checked on the OneWorld web site - there has been no recent change to the rules
So I think you agent is mistaken
And of course, you can always use the web site yourself to purchase the ticket yourself

Or book through a Canadian TA when the website tool fails.

What do you mean by ex-amm ticketing being done outside the country? You can purchase online at the AMM fare, you can purchase in Canada at the AMM fare, you can purchase from an airline or travel agent in Jordan at the AMM fare, or you can purchase in another country at the other country's fare. Nothing has changed.

I mean ex-Amm ticketing done outside the country...

I have had UK travel agents issus these tickets, most recently in 2009, without problem. And I wanted to check that there wasn't any new SOTO restrictions. Fare should be country of departure, not country of sale.

No, fares are the country of sale. They are only the country of departure if it is the same as the country of sale, you are using the online tool or you are issuing in Canada.

If ex-UK XONEX price is cheaper than ex-AMM price,
London travel agent sells XONEX at ex-AMM price.

When ex-UK LONEX/MONEX fare were very cheap a few/several years ago,
I guess, London travel agent could sell ex-AMM LONEX/MONEX at ex-AMM fare rather than ex-UK fare.

There has always been a country of sale check of the price against the country of departure. If the price in country of sale is greater, then that price is charged unless you are ticketing in Canada or using the online tool. There was a period of time around 2008 - 2009 where the current rule (see below) was poorly worded. "And/or" was used in conjunction with both Canada and the ECAA. The rule was changed to the "BOTH" language in January 2009. Maybe you were able to take advantage of that lapse although airline acceptance of that interpretation was not guaranteed back then. One person did get the benefit of that interpretation and ticketed an ex-UK xonex in BDA. See this thread:

Current Rule:

When travel originates in a country for which a specific local currency fares is published and the ticket is sold in another country, the fare will be that published for the country of origin converted to the currency of the country of sale at the bank selling rate. The resultant fare must not be lower
than from the country of sale.
Exception: Not applicable for sales made and/or travel originating in Canada or when BOTH travel originates and sales are made within the European Common Aviation Area (ECAA)/Switzerland.
