Cathay "YR" surcharge on Oneworld Explorer?

I have a DONE3 issued on Cathay electronic ticket stock. In a recent reissue, Cathay claimed I owed an additional $216+ of fuel surcharge. When I inquired, Cathay said all the YQ charged on my prior ticket was for segments on JL. (My other segments, on AA and on BA flights booked using AA codeshares, have no fuel surcharge.) In particular, Cathay claimed the new $216 was “YR” surcharge that had been omitted by the agent who initially issued the ticket (an outside travel agent, chosen for expedience when I was in a tight spot) and also omitted by a prior Cathay reissue.

Biggest question: What is this YR mystery? Is it properly added by Cathay, and truly due under fare rules? I do most of my RTW ticketing with AA, which may be why I’ve never seen this – but it sure comes as a surprise to me.

Also on my mind: Does Cathay in fact collect YQ for JL? So is it plausible that the $216 I already paid was for JL? ($216 seems like a lot for my one short-haul and one long-haul JL segments, but maybe possible.) Any way I could have avoided that? And, more generally, how to know which issuing airlines collect YQ for which carriers? Anything better than trial and error using the online booking tool?

Guidance appreciated!

Some info about the YR surcharge here:

See also this sticky thread that lists the numerous increases (and some decreases) in the CX fuel surcharges:

The attached speaks to USD 5.80 (longhaul)and USD 1.60 (shorthaul) additional charges per CX segment.

I've seen occasions where the total list of taxes/surcharges does not print out in its entirety, and there's one big catch-all plug remainder. I personally would very much doubt that the prior CX reissue could have left off their YR (then USD 66.80 and USD 13.80 per segment).

[btw, I recently had a similar problem with an AA DONE5 reissue, where an earnest RTW agent wanted to charge us over $600 per person additional taxes/surcharges for a reroute. Fortunately I had the entire list of taxes/surcharges originally paid at issuance at hand, and was going to press the matter line by line, but on calling back and starting fresh with a more experienced RTW agent (who knew both how to access and interpret the complete list of taxes/surcharges), this time the result was actually a small refund to us. The lesson learned/relearned: call back and hope to speak with someone else!]

JL raised their fuel surcharge again on June 1 and their fuel charges are somewhat steep. I don't know if CX has been regularly charging JL fuel surcharges on CX issued tickets.

The link in this thread to the info about the new surcharges is in Japanese but you can see the old surcharge went as high as 175000JPY and now can be as high as 250000JPY.

Hi Jerry

I do hope you added one too many zeroes to those JPY numbers - 250,000JPY converts to about USD3,000:eek:

Oops, you're right. I got a little carried away with the zeroes, should be 17,500 and 25,000.

I had Cathay price out an AONE4 2 years ago and found that taxes and surcharges were $1500. USD more than the AA quoted for the same trip.
When CX refused to review the trip segment by segment with me. I now avoid using CX if possible. I try to issue my tickets through AA. Their RTW desk is superior.

except when they try to charge you for an AONE3 instead of the DONE3 you book.
