Oneworld Circle trip ticketing
 
Are there any limits as to who can issue a Circle trip ticket?

I just sent an email to the CX aus sales email address asking for a quote. I provided the fare basis and the routing/flights.

They sent back a reply saying “As Qantas is the first international carrier please contact Qantas for a quotation and ticket issuance.”

I see nothing in the rules or elsewhere on the oneworld website saying anything like this. Heck, the rules even permit AA and IB to ticket a Circle Asia, even when none of their flights can be used on that ticket.

Then rules don't say that the any carrier HAS to issue the ticket. In my experience with CX, they will not issue the ticket unless they are first carrier AND they have a long haul flight under the CX code AND several others (ie the HKG returns).

It was established here a while ago that every OW carrier has to issue any OW product. So you could ticket this on IB. The reality however is that airlines will usually only ticket this if (as og has said) they have lots of flights. So yes, you could try to force CX into ticketing but it might not be successful. But maybe ticket through AA/JL/LA whoever else you have in the itinerary?

The ticket I asked them to quote has QF, JL and CX flights. The other ticket that I'd be booking at the same time would have QF, CX, JL, AA, RJ and BA. The CX flight on the second ticket would have been the longest flight (ICN-HKG-ORD).
maybe it CX want to mess with me, I'll just change that to ICN-NRT-ORD, forget about the 2020 miles and 40 status credits and save around $300.

CX probably won't care unless you have a track record with them. It is a low yield ticket for the CX segments after all.

The email I sent them back on Wednesday afternoon

There is nothing in the fare rules of an xASnn ticket requiring that the operating carrier of the first international flight issue the ticket. Further the oneworld website says to contact any member carrier about ticketing.

The rules also state that AA and IB can issue Circle Asia tickets, even though they do not operate any flights within the allowed travel region.

The Oneworld Explorer online booking tool sends the itinerary to the marketing carrier of the first flight, not because of a rule, but because of a technical limitation.

So, please, provide a quote.

Slightly. Base fare more or less what I expected. $441 on taxes.
