IDL in NZ & Australia?

Do I need to get one besides having a valid US passport and state-issued DL?

No ... if your license was in a non-Roman alphabet script then you probably should but Passport and DL with Roman alphabets/printed in English should be fine.

As this doesn't pertain directly to Hertz, I think this is more suitable for the New Zealand forum

There's no such thing as an "IDL" (well, presuming IDL means International Drivers License).

What you're thinking of is an International Drivers PERMIT. That might sound like semantics, but it's not - the IDP is nothing more than a translation of your standard drivers license into multiple other languages. An IDP must be used in conjunction with your existing drivers license, not as a replacement for it.

And no, as has already been said, as long as your current license is in English you will not need one in Australia or New Zealand.
