They have large passenger maxi-taxis in the rank. Not uncommon. The attendant in the taxi rank will get one for you.
Just some of the brands (via google)

They still have the large ford falcon station wagons in Melbourne and often these are better than the maxi taxis at swallowing mounds of luggage.

- Not worth pre-booking IMHO.
- Queue length depends on time of day. But the queue keeps moving. I find the queue at VA T2 terminal (south) a little quicker than north (QF) T1 terminal, but not a lot of difference
- Price is metered. A pre-booked taxi may have a small extra fee.

There can be long queues at the rank, but it moves very quickly. It's very organized and easy. I'd wager dealing with a prebooking might be more of a hassle to be honest. And, I don't think it would be cheaper (probably more).
The only time I've been stuck in a long queue there was after a long delay left a planeload of folks there at 3am. During rush hour, the Taxis are plentiful.
I always use the T2 queue and I think it gets more Taxis if there is a shortage (because it is first). It's the closest one for international arrivals.

In Oz never cheaper to pre-book as there is a small booking fee added to the meter ($2 or so). Limos are not metered and for long distances can be cheaper than taxi (typically >$100 fares). If you are going into CBD then limo will typically be $30 more than taxi but nicer.
