Getting a WP card

I joined World Perks in January and flew Northwest a few times since then, but still have not received the WorldPerks card. Did they stop sending them to non-elite (yet) members?

If not, how long does receiving the card usually take?

A signup and ticket purchase on Feb. 21 delivered a paper WP card on April 14.
