EWR to JFK - is it really only 13 bucks by bus?

EWR to JFK - is it really only 13 bucks by bus?
I saw this page - http://www.panynj.gov/aviation/connmainewr.htm#ewrjfk - that says the EWR-JFK bus is only 12-13 bucks (depending on which you take) and only takes about an hour - is that true?

It takes two bus rides and two tickets. The first operates between EWR and NYC, and the second from NYC to JFK:
Newark Airport Express Bus: $12
New York Airport Service Express Bus: $13
So your total, if you take the bus the whole way, is $25.
